afaik this is currently a bug and the food is not sending across the borders like it should be. half of the time it does send, but other times you'll switch focuses and it just won't send to any city, let alone your capital even though you have a city connection as you're finding out lol

created an account just to say you all did the heavy lifting for this one, i did a bit of research in the previous DLC video but i got all of the steamdb stuff from here~ wanted to give proper credit where credit is due!
