Having the same problem. When I open the game I can purchase the Ethiopia pack but when I click 'BUY' nothing happens. I've purchased the other expansions this same way and have both the base game, Rise and Fall and Gathering Storm.

Thanks for the help. One other question regarding the topic. If I have say three settlers waiting to build new cities and I'm just about to switch governments would it be better to have those settlers hold off on starting new cities until I've switched to say Monarchy or Republic or does it matter?
