After multiple games all the way through Prince there are only two victory conditions that have eluded me: Diplomatic and Conquest.
I'll leave conquest for another time, and would rather focus on Diplomatic.
I've tried staying on great terms with the other Civs by gifting them items...

Spyware? Virus? Go download Spyware doctor from www.download.com and run that. Then go to trendmicro.com to do an online "house call" scan for other issues.
I've never heard of anyone else reporting this. Windows might be jacked up.

Yes, ram isn't the holy grail for many of us, but you can never have enough ram (sort of). The consumes a lot of it, period....end of story.
