I'm not sure how much 3 permenant gems resources are worth :) but I was thinking on the lines of a great merchant's amount of wealth (Maybe because I am just greedy)
With the scorched earth and the dragon's horde, maybe if the city is raized then the game should check for the wonders and if it finds a wonder that provides free stuff such as the horde it should be placed on the ruined city square as a resource.

I was about to launch a vast holy crusade across the whole world against the vile vale civs after getting fanaticism but then couldn't build crusaders as the state religion is scrapped.
I didn't mind losing the order hero...
How about an evil building that defiles all the land around a city if it is taken (a big cross of fallout) making the city useless to the attacker and maybe also giving the living units in the affected area disease?
Has any thought been put into a spell that drains xp from enemies targeted. This would be an evil way to cripple an enemy hero or spellcaster from leveling up for a while.
An example name would be 'Age' or 'Forgetfulness'
Continuing on, everyone knows that large groups of vampires dont get allong - less virgins to go around and all that. I don't see them sending large armies of their brethrin out to war rather the odd general.

I suppose the vampire civ could have 3 seperate unique minor vampires who could only be built once spread out through the earlier parts of the tech tree each who would have the vampire traits but maybe with slightly different flavours. And then have the special hero unit they currently have...
The backstory for the Grigori if I remember correctly is that they don't like the way the gods are using humans to fight their wars and so upgrading along the disiple tree would be rather against their flavour.

Using the battlemaster special ability on the axemen UU turned them into fire elementals not battlemasters
And as has been mentioned before, the fire elementals are not created if you try to summon them via a FireIII...
