I did go for the navy thing. Pounding Ottoman ships with arty got my men-o-war to multiply fast (the no-support was great for the economy). But since it's a pangea map, I didn't go for all-out navy. I just let the enemy ships come to me, and captured as many as I could.

I think he's asking how getting extra food as opposed to extra shields is helpful.
I try to bring the city populations to maximum without getting any specialists, and maximize shields.

I may be mistaken, but I recall trading workers on an archipelago map, with no cities sharing a landmass with a foreign power. I may be totally wrong though. Can someone back this up?
