Mech. Infantry don't currently upgrade to Assault Mechs in Next War and I think it should stay that way. Assault Mechs are just too powerful to be had the cost of a couple hundred gold, since Mech. Infantry is still around when you have gone through the entire Next War...

That's a little UI error; you have to move a colony ship up to a square next to the system you want to settle using the go to command and then you have to use the keypad to move the ship into the system.
In the CivilizationIV.ini file there are some advanced options that should help with your problem. (Skip frames when falling behind, interlacing, etc.)
