I believe this is because it was running in the XP SP3 compatibility mode, when I tried it with Vista Compatibility it said "@ Vista SP2" basically. Most importantly, if you get this error, it's in InstallShield issue, not Win7 or Civ4

I was googling the wrong part of the error apparently. I found the solution and it's an Installshield issue. Simply delete the Installshield folder (or rename if you're worried), found under \Program Files (x86)\Common files, then restart and away you go.
