    I thought you could play this game without logging into Steam?

    You can play offline by putting steam into "Offline" mode, or by disabling your network driver.

    Civil Wars

    Do they still occur in Civ 3 like they did in Civ 2? I have not come upon a situation like this and thought it was a pretty interesting feature of civ 2
