Aren't resource tiles automatically improved if you settle on them? (So long as you have the prerequisite tech)

There is a thread here that details what the different reasons an AI civ has for not offering up something in red during diplomacy. Today I was friendly with Alex, but the Divine Right tech was in red. The answer was "We have our reasons" Does anybody know what this is supposed to mean?
