do submit the lost game though. its good for the game to get a feel of how many ppl failed each time. plus you only gain points from defeats, not lose them.

why not just highlight them all (say in green) on the results page but not give out any medal. that way people looking at the results page can see "oooo didn't he do well." or "ooo i got the fastest cultural victory" without the need to give out a henious number of medals each month.
i don't think the question is whether to keep histographic victory as a viable win, rather it is whether to give out an award for the highest histo win.

i pretty much agree with all your points fossil except that building a city isn't always geo-strategic. a 'useless' city can be a 2/gold per turn income (on wealth) for only taking up one square. in a culture victory also your culture/turn is limited by your cities/turn so just getting...
i disagree. maybe its just me but i usually learn a lot more from getting my butt handed to me on a platter than from victories of any sort, be them decisive or marginal.

oooo... with all these normally high scoring players getting 'less than spectacular results' maybe i can get in the top10 with my 1080AD win. prob not though as i only had about 20 points of culture from my evil barbaric english.

only played smac once i'm afraid but the storyline was very cool and i thought that by far the best part was all the different factions and the completely customisable 'government'.

i'd rather not have (another) no domination game (GOTM2 was no domination). as that game showed, disabling domination means that pretty much all the big scores come from a 'milked' 2050 victory which is a pretty boring way to win.
more experiments with the victory conditions should try some...
i'm presuming you are playing v1.17 cos 2 troops and 3 luxuries would always make a size 1 city content otherwise.
if so then a temple may not even fix the job and, as aeson says, disbanding is the only option.
