It was an invisible unit (Shadow).

When a shadow declares nationality in a square occupied by units of a hostile nation, those units are displaced. So you enter a hostile city, declare nationality displacing all defenders and simply take the city. To enter a hostile city, you just have to attack first (for example workers) to...

OK.. that`s the solution... sorry for the false alarm.

Something similar happend to me. I discovered iron, mined two sources and connected them with roads and I still have no access. I though that maybe Amurites couldn`t use iron (as I`m a FFH newbie) but there is nothing in the manual. I have attached the savegame with the post.
