The city state took control of the city before the CTD no razing I also have no city razing allowed in scenario options

After a few tries i get different results first try: city-state (ally) does not take city second: crashed loading saved game third: city state again fails to take city, game crashes after city-state completes turn. i tried recreating my moves as best i could and i'm not sure...
