Civ4 idling for 90 secs on start-up with ATI

This happens to me as well, but I dobut it is a ATI problem as I have Nvidia.The load time in the begining is quite long because of this, and I have installed the patch. Also, if you open up task manager Civ 4 is set to below normal priority. Anyone know the cause of that? Specs: Windows...
