Scroll wheel works fine everywhere there's a scrollbar for me. Always used to drive me nuts that Civ2 didn't support the scroll wheel.

Playing with the 3.17 patch now (had to do a clean install because it completely borked itself when I tried to update). Still just as flaky :cry:

You can build Destroyers with either Oil or Uranium. Don't need Fission for Oil. :) But yes, the game interface is very misleading with regards to Uranium.

Just adding my two cents to say that this bug is absolutely driving me batty and I'm experiencing all the issues everyone else is describing - mouseover tips not working, listboxes not scrolling, mouse-over-terrain not working. Also one that I don't see mentioned: sometimes when I drag a unit...
