CvGameCoreDLL with more 18 civs

Hello! I'm play in Star Trek Mod. I would like to create scenario in base ST_Galaxy, but with more civs in map (all civs in mod). Therefore I search for a file CvGameCoreDLL.dll for Star Trek Mod with more 18 civs (example, 50). Sorry for my English.
