    Growing Tall/Housing Balance

    Before Neighborhood, most of cities are stuck at 10-12 pop. If you want more pop, just build more infrastructure like farm, camp, pasture, fishing boat, ... each give 0.5 housing. With 6 hexes bonus system from factory and entertainment complex, building loose mega cities is not a good choice...
