    [NOT A BUG] Scouts experience don't raise over level 30

    Just to clarify... that means _each_ unit can earn up to 30 exp from barbarians, then gets "cut off"? DAMN! I had been leaving the same boat or soldier to continually camp farm their encampments... no wonder they stopped leveling up! (meh, at least I got culture out of it...). It's good to know...
