empire "free" bonuses are not working.

Same here (with Bismarck) Civup v2.0.38 Gem v1.6.8 Beta Edit: Tried it again with Civup v2.0.39/Gem v1.6.6 Beta and it worked fine. Must be something between 1.6.6 and 1.6.7
