    I can tweak the modifiers for it and I should probably change the tech requirement. This will affect the Babylonian UHV but they shouldn't be required to build the Oracle to win, so I'll see about changing a Mesopotamian wonder to help their tech goal.     It already existed with leaderhead, UU, settler map as a "period" for Celts, so it was pretty easy to do.
