Maybe I'm misunderstanding, but isn't that kind of what I am saying? The unrest / governor spy missions aren't useful enough, they don't do enough.
Unrest is -20 I think, but they don't stack. You cannot go any lower than -20.
To stop it you almost have to use your full quota of spies doing nothing but counterspying in neighbourhoods.
Is there anything to be said for multiple spy actions in the same city having a combined effect? For example I can neutralize the governor or reduce the loyalty in the same city over...
Recruit partisans annoys the face off me, and the AI loves using it. It's just so stupid.
The neutralize governor / reduce loyalty missions are not powerful enough IMO, they rarely have any effect whatsoever.
Don't understand how escaping works. Is it just random?

In my case, I don't see that tech tree, but I also don't see the vanilla tech tree since Archery isn't one of the initial 4...
Some things that I haven't really fully thought through:
- Being able to punish civs without declaring outright war. This seems like an area that's just totally missing in Civ, but it's the way the world works nowadays. I mean naval blockading of ports, trade sanctions. Spys sort of do this...
You could do it so that traders are forced to embark / disembark in harbors, maybe with some nifty trade upgrade for seaports.
But I think you'd also have to incentivize trading via sea vs over land, even when there is a land route available. Maybe by dramatically decreasing the round trip time...
It would be cool if you could use your navy to blockade another Civ. I guess this would be hard given traders can magically embark and disembark almost anywhere on the map, and don't have to head for a port.
I'm at turn 310 of a standard speed + size game and the only victory type I'm leading in is domination, and that's purely because my military strength is double that of the second place. At this stage, it seems impossible for me to capture 8 capitals in 200 turns.
I am curious though if anyone...
