    Maybe I'm misunderstanding, but isn't that kind of what I am saying? The unrest / governor spy missions aren't useful enough, they don't do enough. Unrest is -20 I think, but they don't stack. You cannot go any lower than -20.

    Recruit partisans annoys the face off me, and the AI loves using it. It's just so stupid. The neutralize governor / reduce loyalty missions are not powerful enough IMO, they rarely have any effect whatsoever. Don't understand how escaping works. Is it just random?

    You have to guess which one is which I think. This is a deficiency in the UI.

    Well you were right, I got the domination victory on turn 485 in the end. Nuked them out of it.

    You could do it so that traders are forced to embark / disembark in harbors, maybe with some nifty trade upgrade for seaports. But I think you'd also have to incentivize trading via sea vs over land, even when there is a land route available. Maybe by dramatically decreasing the round trip time...

    It would be cool if you could use your navy to blockade another Civ. I guess this would be hard given traders can magically embark and disembark almost anywhere on the map, and don't have to head for a port.
