I would say its because you approximate 88% as a sure thing while 11% is seen as impossible? I always thought the odds where stacked until I had start sacrificing units to soften defenders and would actually attack at 20% odds...
I disable tech brokering. I found the AI too lenient with each other. Also on monarch the AI gets some decent commerce buffs and I cant maintain a tech lead unless I focus heavily on my economy.

Not always true. Last time the egyptions didn't switch to their own but stuck with mine. Mine was far more spread and shared by ~70% of the other civs while noone had theirs. Not sure which factor contributed more.
Well if you are trailing miserabily in techs you can steal them for about 1/3 cost. Not bad if you have nationhood for the +25% EP bonus too. I put the espionage slider as high as I could afford after a costly war and slowly clawed back. Also found out that if a mission failed I didn't lose EPs...
Did you have visibility everywhere? The AI could have had a massive stack about to/currently/just finished invading another AI. Recently I watched ragnar trek across my lands to attack the french and then quickly double back from france when I stabbed him in the back :)

For anyone else that gets this problem I found the solution part way through this thread. Have to reinstall BTS. Luckily I didn't have to reinstall Civ completely, just BTS.
Wasn't able to find an FAQ or an answer so figured it would be easier to ask.
In game the unit command icons are missing as well as the small icons just above the bottom bar for selecting multiple units at once. Known issue?
Hmm, make nukes the deterant for using nukes. If you use nukes you get massive -ve modifiers and the AI goes into MAD mode.
Oh and make nukes pretty well wipe out cities instead of feeling like a bee sting.

Perhaps you could multiply the requirements by the number of citizens to keep it balanced for small empires? That way crappy little cities don't bog you down either.
re:one dreamer, the balancing is just tweaking the costs at each level (I think).
Hmm, what about other human behaviors? It seems alot of players specialise a GPP farm a Science city,commerce city production cities or play to more specific strategies (from the start - I'm going for a cultural win).
Disclaimer: Havn't read up on much about better AI just thought I'd throw...
I think loading time is misleading. It almost implies thats how long you have to wait every time you load the game which certainly is no the case when using a save file :)
The AI would still have its regular say, many civs wont accept many cities regularly cause they would simply be a nightmare to maintain order or too far to effectively protect and make money from.
I would love the opportunity to gift cities back to the vassal especially after a longish distance...
RE:CO2 I'm gonna hazard a guess and say that a large increase in the accumulation of CO2 will have an impact like a small increase in water vapour but in reality water vapour isn't increasing that much whereas CO2 is hence the focus on the latter.

Do settled GPs give GP points? TBH I never really bothered with GPs, they where a nice bonus from time to time :).
The actual numbers would be based largely on whats balanced, perhaps figure out how many GPs someone gets on average and tweak the costs to result in a similar number of GPs.
