Perhaps this is the problem. All I have is the original game discs, plus Warlords. Patches are current. Maybe I lack some expansion which would do away with my suffering?

I have no emphasize preference chosen for any city and, as far as that goes, I have nothing automated for any city. I don't have the AI governor on...or, if it is on, it's something that's in operation that I didn't choose. Perhaps it's an opt-out option? I wouldn't know how to turn AI governor...

THey finally got back to me with an email and a link to the patch. The patch installed perfectly. Problem is that now my game runs very slowly, especially when loading or saving a game. THe wait is almost interminable. No idea how to fix that.
