This sounds like it may be taking away from the civ experiance in some areas and adding in others. I think they should change the way resources run out i know this is more realistic but will probably be a pain in the ass

or it could be somthing as simple as the download being corrupted try to download it again hope this helps :)

it's a document that when downloaded the documents name is europa.rar but its not commpressed
