If you downloaded it in .SAV format just put it into the civ III Saves folder. That way when you Load Game from the intro screen you should see GOTMXX.SAV.
If you downloaded it in its zipped format all you do is extract the file straight to the Civ III Saves folder and Load Game like normal.
Taking up from last time I was in the middle of a possible global nuclear war.
Eventually got out of war with Japan, but it took an ICBM to do it.
Which then started another war with Persia who then nuked the great little island in the South East :(
My switch to monarchy meant little...
Started slowly, filled my island and met the Japanese. They wouldnt let me know where anyone else was! :(
Built Great Library when I noticed no one else had. Had a couple of mini wars with Japan but repelled them both times from my island. Well behind Japan in score, tech and culture...
I think it has something to do with the amount of citizens and also the type of government your civ is in.
I've gotten a lot more than 1gp when switching a large city to wealth in democracy.
I think that if u discover a new source of iron in the industrial or modern age(and u haven't just lost one) u can be pretty sure that one of the other civs resource has just dried up.
But if your territory is large enough u can usually rely on getting it back somewhere in your territory.
I only play huge maps (except for maybe GOTM) but I never seen it reappear in exactly the same place although I know it will reappear somewhere else on the map in the same turn.
