Regedit to remove all traces of previous installations (along with everything else, it got so install was problematic but uninstall was not an option).
Checked for location of /.../Urbanism in the original DL.
Fresh downloads, installed...

I had the order wrong. It does make a lot more sense in the right order, although the different organization of the different downloads is a bit misleading, and there are no instructions in the first post that I can see (beyond the order, which I screwed up all on my own).
