My 2 cents -
1.It should not cause unhappiness!
2.One should not be able to raze a city once occupied or annexed... Or doing so should come with a HUGE unhappiness penalty
So, one good way to cultural victory is lots of puppet cities for money and science and a few "yours" cities to pumps as much culture as possible...

Tanks should have huge bonus vs infantry/mounted/artillery units - +50% probably. This will be historically correct and will enrich the gameplay probably...
