Do you mean that it sets percentage based monopoly bonueses to 13 % (if that is how it works, havent tested it)? that seems good but more balanced. for flat bonuses its an increase of 150 %. + 2 would be still strong but more balanced. its also really an issue in the early mid game (especially...
I dont know in how far it is intended but I think the abillity which gives +3 on monopoly yields is broken in the early game with a flat monopoly bonus. Its much better than other synergies and also only exploitable by humans. A possible solution for it would be to let it scale with era.
Production costs of buildings would need to be adjusted. Also you would have less production for processes through fewer tech improvement buffs and less building effects.
I guess I have a different opinion on uniqueness then. I don‘t think that something gets unique through many smaller...
In comparison to the base game:

i havent read everything but have you thought about having supply more as a regenerating resource like in other strategy games? that way units cant be replaced that easily and wars would progress faster.
Yield inflation is a problem in games, because it makes the individual bonuses seem insignificant. This reduces the impact and reward of the gameplay. I think the root cause of this problem is feature bloat, which adds too many unnecessary bonuses. A possible solution is to remove the smaller...

The espionage system has so much space for unique mechanics so i dont think it needs to help the player by giving them yields. Though i do think stealing a technology is thematic aswell as some kind of propaganda spreading (tourism boost)..
But Sabotage would also be a unique spy component. I would also like to idea to delete the demografics tab and the info for number of policies and technologies so spYing and friendships would be the only way of knowing.
