I've seen this behaviour several times in my last game. AI also now use nukes when absolutely unnecessary. For example: attacked city almost finished and surronded by attacking units. Probably conquered in one or two turns. At this point, the AI attacker nukes repeatly the city destroying a lot...

For sure it remains, I saw this in two different civilizations in my last game. So during ideology switch tenets are lost, but unique building remain.

So, if it's unlocked by autocracy, why civilizations that adopted freedom (in second step) have those extra votes in world congress due to conquered capitals? Is it a bug?

Which is the policy that gives you two votes for each conquered capital? I can't find it in the policy descriptions!!
