Got it working, sort of. My shortcuts now give me an Application load error 5:0000065434. It works if I load through steam and then load the mod.

I've been having this same issue and can't seem to find a solution. I have no option in the betas for 3.19 and when I load it to check it shows up as already 3.19. Haven't had an issue with any of the modmods except rife and RaL.
