If you were developing your own custom made Civ and could use any of the announced Civ's Abilities/"Uniques" to build that Civ, which would you choose? In other words we are talking about identifying potentially the most powerful Abilities/"Uniques" and thereby the most powerful Civ's...
I like strong bonuses that still make you work or plan to maximize the affect, so I think this is perfect. The bonus for city states is very powerful (+5% of your CIV culture output for each Suzerain) but only if you are successful at working the city states (versus civ 5 which made it too easy...
I get there is a pop limit and that you can't have every district in every city and wouldn't expect to play mindlessly :rolleyes:
And yes you can have a decent empire and win the game on (any level by the way) because your competitors have the same restrictions and we all can master the game...

is the suggestion that each district per city goes up 10% or per civ?....if it is per civ at 10% increases 4 districts per city for 16 cities would get you to 27,000 production for that last dist (problematic for wide :crazyeye:)....doesn't sound realistic so hopefully it is by city or some...
Is it possible that the Acropolis is an improvement like Indian Stepwell versus a District...I agree with previous posters that it shouldn't be a building replacement.
I recall the screenshot naming the Acropolis didn't say "Acropolis District"
