    At Monarch I think you ought to be able to win most games playing peacefully (no wars of aggression or expansion). What happens in your games that prevents you from winning? Even if you're half the size of the biggest AI, you should be able to beat them to space at that level.

    Can you provide a source for that? I always thought that maintenance was determined primarily by population and distance from capital, with modifiers for corporations and cities on other land masses. I've never heard of buildings affecting the maintenance cost of cities.
