civ 5 gods and kings still auto annexes cities for me, so i get no choice. Anyone find a solution to this yet? The plus side is that my civ doesn't take away any happiness after i conquer cities. At least until it 'resyncs' and goes into loading screen, which may happen 20, 30, or 40...
