I have no trouble believing some civs will get 3 and others stuck with 1 like in Civ VI. Not that that's a bad thing, Kongo wouldn't really work...

I think it's supposed to be random within eras to avoid players being able to target specific people in the queue.

The direction a unit faces is purely aestheticand based on the last direction they moved in. Flanking is when two enemies are adjacent to the unit...
