I'd rather have exclusively new civs but since we've got an alternate leader system in place, I'd also rather have it used by a few more civs and I know I wouldn't pay for a separate dlc for them.
I have no trouble believing some civs will get 3 and others stuck with 1 like in Civ VI. Not that that's a bad thing, Kongo wouldn't really work with another leader.
Assuming we get Mali, Indonesia and some Egyptian leader in the DLCs this is my line-up.

Incas
Cherokee (or Iroquois)
Dutch
Ottomans
Swahili/Kilwa
Khmer
Korea
Ethiopia, Georgia or Armenia
Germany - Bismarck
India - Chandragupta
France - Louis XIV
Production before Merchant Republic, gold after a couple of traders start travelling internationally.
Not because production becomes less useful but because gold becomes a viable alternative wherever the city is. Another thing is unless I'm playing a rare domination game, I find I prefer rush...
The direction a unit faces is purely aestheticand based on the last direction they moved in. Flanking is when two enemies are adjacent to the unit being attacked.
It's a decent idea but I think it might be liable to snowballing:
You happen to meet a couple of barbarians early a defeat them -> you get ahead on military points -> unlock new units earlier -> win more fights/produce more units -> stay ahead all game.
