The same can be said about workers. Simply drop a boatload of spare workers over the newly captured cities and not only do you get to improve the land at a rush, but you get to do it for free. Of course, actually shipping the workers sounds like tedious work and no fun.

In CTP it works like this: you tax your city production, so that let say 5% of hammers goes not to the city building queue but into a public work pool. You then place tile improvement on the map, which depending on the improvement will cost various amount, and takes a few turns to complete...

I personally prefer the public work type system. The worker is kind of unrealistic. How is it possible that you can build railroad for free...
