    Scouts, for those civs that don't have scouts. I've built one or two for that purpose on occasion. They'll upgrade to horses cheaply enough when the time comes. The main trouble in doing that is actually having horses hooked up soon enough to matter.

    Not without a very unlikely SGL. They'll be at least 5-10 more turns getting there, and I'm quite sure that a half a wonder head start won't be close to enough for them. (And if it is, we can put together a, um, expedition to check their progress.)
