    The World Congress is an irritation. City States need more work - proper alliances, guarantees and potential vassalisation should be on the cards. The Guarantee is something that would work well - free envoys in return for being called to war if they are attacked.

    Strong & weak civs, I need help.

    Colombia aside, Germany seems the strongest. The ability to add an extra district per pop tier and the extra government slot is a big bonus. They don't have to make sacrificial choices and thus are able to back up any 'victory focus' with alternate pathways.
