Oh - if you hit them hard enough in one shot, they'll speak to you alright :) I often conduct 1-turn wars based on this. If I raze enough of the enemy's cities in one turn, I can make peace with him immediately (and thus avoid war weariness entirely)

Speaking solely for myself, I have had zero compatiblity issues with Civilization 3 and Windows XP.
