The part was built in the capital, he didn't move it there. I don't recall seeing a worker there. If there was a worker there and he built the part there couldn't he have still added the part and won the game?

A nuke should be able to destroy all progress made towards building a spaceship. I want to be able to delay another civs science victory by nuking their capital. Sometimes you just can't get an army there in time.
