I kinda had this last night... but with Scythia, not a city state. Our warriors met and walked all around each other - even fought the same barbarian together. But no actual meeting with Tomyris.

I don't really have a big issue with paid DLC. No I'm not rich or anything. If I really like a game enough, I'm usually more than happy to get cool stuff even if it means parting with a takeaway meal's worth of cash.
