Why do I get this error message when I start civ4 and how do I fix it? thanks in advance

This is the message I get when I try and run Civ4... How do I fix this?

How many great people can one city contain? Is it the 6 you can see or do they just add up and only show 6? Also if it is only 6, when you try and add the 7th does he remove the Great Person who was there the longest? I'm almost sure that you can have as many as you get in a single city...

Do mines have a constant(per turn) chance to find resources or is it as soon as you build it? Or even maybe every time you reveal a new resource that can be tapped by a mine? Whatever the situation, could someone help me out.. Seems like I got bad luck with that small chance... something...

Yah, i'm on my laptop. My desktop doesn't feel like connecting to the internet b/c I think something is wrong with my network card. The ethernet cord plugs in and the light shows a yellowish/orangish color. LAN doesn't even show up in my network connections... just 1394 or whatever it is...
