Why the hell would u not consider building railroads? Even if it was only increased movement... On your own land it means instant reinforcement for any of your cities. One of your cities lose a few units one turn? No problem, pull one unit from each of it's neghbors and it can have near infinite...

As I recall Mass Transit removes all population based pollution and solar plant removes all sheild based pollution (it also slows global warming by absorbing atmospheric heat or something). And Recycling Center only removes 2/3 of sheild based pollution. So yeah, you only need Mass Transit and...
