I don't think they should encourage tall gameplay, that just leads to annoying swathes of unclaimed territory because having a few cities is just easier to handle. As a rule of thumb going wide should be better but damaging if done recklessly.
I can see people storing up alliances and cheesing space race or wonder production with the LIberation war CB. It's kind of a dull bonus but probably pretty powerful if you do the diplo game right. I hope that it's the last of the casus belli abilities though.
