    Annexed occupied cities and 'Courthouses' and many other small thins

    1. Do you find the need to create in each occupied city a 'Courthouse' costing 600 hammers a little bit too exaggerating ? I want my occupied cities to be annexed so I can control all of their aspects. And I think that the Courthouse is excessively expensive. I think this cost should be reduced...
