    I believe you need to open up the city info screen. The different goods will be be on the bottom of the screen. Hold shift and click and drag the desired good into the wagon or ship of choice. That should bring up a small window where you choose the desired amount.

    The extra soldiers may be in Europe still. I have heard of the royal navy getting stuck and not ferrying over remaining soldiers. You could try sending out one of your ships. It will be killed but that could get the royal navy moving again and hopefully ferry over the remaining troops.

    @ Rusty Nail The preferred good icon is shown in the city information bar on your main map. Just to the right of the native city's name it should show the picture of their desired good. Note, this may/will change when you send them that good.
