I suggest a change to the Distrings.xml file. Replace DISTRICT_BATH with DISTRICT_ACROPOLIS. The former is a Roman Aqueduct, with a default CostProgressionParam1 on 1000. I think changing this to 15 might be too much. The latter is a Greek Theater Square, which seems to have been forgotten in...
