    I start pumping them nonstop when I have the policy card and enough pop to work the best tiles. The first settler comes earlier though. In a perfect opening, I will do slinger->builder->settler->trader and then pump military units till I'm safe and the city is big enough to work the best tiles.

    Since the patch, if you put the balloon on the same hex as the siege unit, it won't give the extra range and indirect fire. It needs to be to an adjacent tile. Maybe that's what is causing your problem? I've used GG with artillery without any problem in my last game.
