I was confused because Manhatten Project wasn't listed in the requirements field in the civlopedia for tactical nukes. I thought spaceflight was all that was needed for a nation to make them. Makes more sense now.

I'm unable to upgrade naval units via the Harbor. Is this because most naval units are non-upgradable?
