actually, i do have one, since it happened again in another game liberating my two cities put charlemange in charge, same leader im using

http://i3.photobucket.com/albums/y76/mattgottman/Civ4funny.jpg This happened when Shaka allowed his island cities to become a colony. Im sure its just an oversight with the new colony system, where a random leader is assigned to the cities, and that the it allows duplicate leaders for some reason
