Now why would monks act as a scout unit? Seriously, why not just add that ability to the current scout. I think monks rather spend their time in monasteries than gathering intelligence information for emperor.

IMO great spies and spy specialists could be removed, and all the wonders giving great spy points would add GG points instead. Then maybe replace spy specialist with military instructor specialist, giving +1xp to units.

Then again, isn´t wheel or railroad more an invention than a technology? For me it´s the same, if an invention is important and necessary then there´s nothing bad about having it as a technology.
