Wrong, the edain are only the three clans of men that ever made it to Beleriand. However, the rohirrim and northmen were of the same kin, but they were not edain. It's like... Umm... The Sindar-Greenelves situation, kind of.

I don't even want to think about designing Maias and Valar... We just can't design them, it simply won't look good since we don't really have any good descriptions of what they looked like. That's mostly why I don't like the idea. ;)

Well, I don't know much about Civ4 gameplayed since I've never tried it, but there are some buildings that could be used. The Noldor could use the white tower of Ingwë in Tirion as their wonder, since they often refer and long for Tirion. Sindar, greyelves - Menegroth, not sure how it...
